Arkansas Gambling Laws. There are four forms of legalized gambling in Arkansas. Greyhound racing originated in 1957. Pari-mutuel wagering has been legal since that year. The racetracks were granted permission to add casino games in 2005. This was approved because Arkansas tracks lost business to casinos in Tunica County, Mississippi.
